1.1. Admission requirements (Asterisk Criterion)
The University of UEH regularly reviews and updates its admission requirements and student enrolment policy to align with the regulations set by MoET and meet the evolving demands of the job market. The institution’s admissions process applies to all majors and study programmes offered at the university. At the start of each year, UEH issues the Admission Regulation, which is designed under MoET guidelines and tailored to accommodate the desired number of candidates while upholding the quality standards of the recruited individuals. This regulation serves as the foundation for enrolment in that particular year and is published in documents for annual admission [2.1.01], UEH‘s website[1], and leaflets [2.1.02]. In 2023, the desired number of students for the Business English training programme – English Language major is set at 165. Students who wish to apply for Bachelor’s degree programmes at UEH need to fulfil the institution’s admission requirements, which include six admission methods as below:
Method 1: Direct admission according to the MoET regulations (1% of the total enrolment target – about 2 students)
Method 2: Admission for candidates who possess a foreign high school diploma (1% of the total enrolment target – about 2 students)
Method 3: Admission is open to candidates who are good-ranked students (40-50% of the total enrolment target – about 66 students) (see Appendix 9 – Table 2.1 and Table 2.2).
Method 4: Admission is based on the learning process by subject combination (20-30% of the total enrolment target – about 33 students). This admission method is for students whose GPA of Block D01 (Literature, Mathematics, English), D02 (Literature, Mathematics, Russian), D03 (Literature, Mathematics, French), D04 (Literature, Mathematics, Chinese), D05 (Literature, Mathematics, German), D06 (Literature, Mathematics, Japanese), D07 (Mathematics, Chemistry, English) or DD2 (Literature, Mathematics, Korean) is above 6.5 points from grade 10, grade 11, and the first semester of grade 12 (see Appendix 9 – Table 2.3 and Table 2.4).
Method 5: Admission for candidates who take the competency assessment examination (10% of the total enrolment target – about 17 students). This examination is organized by the Vietnam National University-Ho Chi Minh City (VNU-HCMC). The VNU-HCMC’s competency assessment examination draws inspiration from renowned global competency tests like the SAT (Scholastic Assessment Test) in the US and the TSA test (Thinking Skills Assessment) in the UK. It assesses candidates’ fundamental skills, including language proficiency, logical reasoning, data analysis, and problem-solving abilities. The examination consists of three sections comprising 120 multiple-choice questions and has a duration of 150 minutes. The maximum score is 1200 points.
Method 6: Admission is based on the results of the 2023 high school graduation exam (the rest of the total enrolment target – about 45 students). For candidates who want to enrol in the bachelor’s programme of Business English at UEH, the admission score is calculated by adding up the scores of three subjects of Block D01 (Literature, Mathematics, English) or D96 (Social Science, Mathematics, English), with the English subject score multiplied by 2 and then converted to a scale of 30. The specific formula is as follows: Admission score (30-point scale) = [Literature/Social Science score + Mathematics score + English score x2] x ¾ + Priority score (if any).
The point threshold for selection varies across study programmes based on the number of applicants. Programmes with a higher number of applicants face fiercer competition, leading to higher admission scores, typically starting at 24 points or more (a combination of scores from three tests). Conversely, programmes with fewer applicants experience lower competition, resulting in admission scores usually ranging between 22 and 24 points. For programmes with even lower competition, the scores typically fall between 20 and 22 points. In 2023, to be admitted to the Business English undergraduate programme at UEH, the candidate’s total admission score for Methods 3, 4, 5, and 6 must be as follows:

In comparison to other universities, the admission scores at UEH are consistently on par with those of the prestigious universities within the Vietnam National University system in Ho Chi Minh City. These include the University of Technology, University of Information Technology, University of Natural Sciences, University of Social Sciences and Humanities, University of Economics – Law, International University, and University of Foreign Trade. UEH’s scores typically range from 2 to 5 points higher than the second-tier universities and 5 to 7 points higher than the third-tier universities. These scores consistently place UEH in the top 10% of universities with the highest admission scores in the country. This also reflects our commitment to admitting students of the highest calibre. By enrolling a cohort of students who demonstrate exceptional academic potential, we ensure to maintain our reputation for excellence in education.
The high enrolment spectrum shows that i) The University actively selects and recruits students with good potential, meeting the University’s vision and mission; ii) The University actively creates competitiveness with the top schools; and iii) Highly qualified candidates often choose UEH as a preferred destination because of its quality and brand value.
In addition, UEH meetings summarize enrolment activities and discussions to determine enrolment quotas and admission requirements are reviewed and adjusted over the years to align with the programme’s strategic goals. Besides, some changes in admission policy have been seen as adaptive responses of UEH to new market demands. To illustrate, in 2016 and 2017, UEH had four groups to apply for admission, including Group I (Majors in English Linguistics), Group II (Majors in Information Systems Management), Group III (Majors in Economics) and Group IV (Business Administration and other majors). However, since 2018, UEH has deployed many enrolment methods besides the method based on high school graduation scores. All information can be found on the UEH website and other public sources.
The university admission policy is officially posted on the UEH website. Information posted on this website ranges from intake policies to the changes in candidates’ status (e.g. their probability of being admitted). UEH has been described by local media as a university with the most efficient intake procedure due to its up-to-date information.
1.2. Counselling for prospective students
UEH has a well-defined policy every year, which includes the number of accepted students and a priority policy, among other things. This policy is established based on MoET’s permission and is made available to the public through documents for annual admission [2.1.01], the UEH website, and leaflets [2.1.02]. The policy is transparent and communicated clearly to prospective students. One noteworthy aspect of this policy is that UEH’s counselling process extends from the beginning of the year until candidates officially become UEH students, not just for a few weeks or months. Here are the timelines for this process:
- Before March 2023, UEH conducted numerous admission consulting sessions across various locations in Vietnam to inform prospective students and their parents about admission policies. Additionally, UEH focuses on traditional methods such as organising face-to-face counselling sessions at multiple high schools. Collaboration with high schools in Ho Chi Minh City allows UEH to arrange one-day field trips, providing high school students with insights into UEH as well as the learning opportunities available. UEH’s consulting team also participates in the Admissions and Career Guidance Consulting Day 2023[2] and Admission Selection Day in Ho Chi Minh City 2023[3], organised by the esteemed Youth Newspaper in Vietnam. This event enables UEH to offer valuable information, answer questions, and provide career advice to candidates before they make important enrolment decisions. Furthermore, after each enrolment round, UEH conducts meetings to gather insights and enhance their consulting strategies for future potential candidates[4].
- In April 2023, the UEH Virtual Open Days was held, featuring an online admission consultation series[5]. This event offers an opportunity to meet the teachers who will guide you in your academic journey and gather more information about any questions you may have. Over the years, UEH has organised online enrolment counselling sessions through live broadcasts on social media platforms, as well as dedicated sections on their website and fan page. During these sessions, experts provide candidates with valuable insights on enrolment plans, available majors, programmes, targets, and tuition fees. They also promptly address queries regarding previous years’ benchmarks, majors, and career opportunities. This wealth of information equips candidates with the necessary knowledge to make informed choices when selecting their majors. To further assist students in understanding the characteristics of the English Language major, the Department of Student Affairs collaborates with the consulting team at the SFL to conduct online counselling activities. Academic programme directors play a crucial role in organising these counselling sessions, delivering relevant information, and addressing students’ queries. Additional resources related to admission counselling for the English Language major include introductory clips[6] highlighting the key aspects of the Business English programme, and a Q&A session[7] specifically tailored to admissions in the Business English programme. Furthermore, a team of professional admission counsellors is available to guide and provide instructions to any student interested in pursuing a study programme at the school. The counselling services are accessible through various channels, including a hotline and email support.
- From May to July 2023: This is the time when candidates concentrate on reviewing for the national high school graduation exam. Nevertheless, during this time, candidates can contact UEH for any inquiries. To ensure that applicants’ inquiries are promptly responded to, various counselling services and helpdesks are available through:

- August 2023: Just a week prior to the official announcement of admission results based on the 2023 high school graduation exam scores (Method 6), UEH is all set to welcome the incoming batch of students with a series of activities centred around the theme “Design Your Future from Day One.”[8] One of these activities includes an online counselling session where students are provided with valuable insights on shaping their future. While most students believe that their final years in school determine their career and future, the SFL firmly believes that the choices made right from the start will shape their four years of university and ultimately define who they become. It’s not the opening ceremony or the first day of class that holds significance, but the moment when students receive their admission notice from UEH.
- September 6 to September 13, 2023: At the campus located at 59C Nguyen Dinh Chieu in District 3 of Ho Chi Minh City as well as at the Vinh Long Campus, students can complete the admission procedures directly. When students complete their admission procedures at UEH’s main hall, they will be assisted by a lecturer from each School/institute/division who can answer any questions they may have about the study programmes.
- August 23 – September 15, 2023: Orientation activities.
- From September 13, 2023: Welcome programmes for new students at the School/Institute/Division [2.01].
1.3. Selection procedure (if relevant)
In 2023, UEH will maintain a clear and transparent policy that covers both selection criteria and procedures. The university adopts the selection process for successful candidates that aligns with the standards set by the MoET[9]. This selection process undergoes periodic reviews and adjustments through meetings to evaluate enrolment activities and determine enrolment quotas [2.3.01]. This process, along with the implementation plan, is announced publicly through the admission plan and project, and published on the UEH website.
At present, UEH offers six enrolment methods: direct admission according to MoET regulations, admission for candidates who possess a foreign high school diploma, admission for candidates who are good-ranked students, admission based on the learning process by subject combination, admission for candidates who take the competency assessment examination, and admission based on the results of the 2023 high school graduation exam. The prerequisite is that the results must surpass the national standardised level set by MoET. In cases where candidates have similar results, additional sub-criteria such as high-school GPA and social priority are considered. However, the total number of admitted candidates cannot go over the MoET-set pre-approved quota. Once the Admission Committee approves the final results, the Department of Undergraduate Training publishes the list of accepted students on their website, where students can then follow UEH’s admission process.[10]
1.4. Ensuring foreign language proficiency*
In order to facilitate internationalisation and foster integration into the global university community, English proficiency has become a crucial requirement. This acknowledgement stems from the recognition of English’s pivotal role in today’s global economy, driven primarily by demands from the business community. In recent years, approximately 50% of students admitted to UEH have had an IELTS score of 6.0 or higher. This statistic reflects the exceptional English proficiency of UEH students and their proactive approach to learning, which they cultivate throughout their high school years.
Starting in 2023, the English output standard for students enrolling in standard programmes at UEH will be level 3 on the 6-level Foreign Language Competency Framework used in Vietnam. For students enrolling in partial and full English programmes, the English output standard is set at level 4.[11]
Notably, for students pursuing the programme of Business English, a significant portion of their curriculum is taught in English, and most textbooks are in English as well. Consequently, a candidate’s English proficiency holds even greater importance. The English entrance standards for the Business English programme at UEH are the same as those for other majors. However, students majoring in English generally have better English proficiency than the rest of UEH students. Admission methods 3, 4, and 6 are popular among Business English students, and all of them require a strong foundation in English.
- Candidates who excel in English often prioritize admission methods 3 and 4, as UEH’s converted score table gives extra points for those with IELTS certificates. This means the chances of being admitted increase as candidates achieve higher IELTS scores.
- Method 4, based on the results of the national exam, considers candidates choosing blocks D01 and D07, both of which include English subjects.
- For method 6, the admission score is calculated by adding the scores of three subjects in blocks D01 or D96, with the English subject score multiplied by 2.
As for the English output standard, Business English majors are expected to achieve C1 level proficiency according to the Common European Framework of Reference for Languages (CEFR), which corresponds to IELTS 7.0 upon graduation. To guarantee this standard upon graduation, students majoring in Business English are provided with a comprehensive curriculum that includes supplementary knowledge courses as well as specialized subjects taught entirely in English. Besides, there are also courses focusing on enhancing various aspects of English language skills such as listening, speaking, reading, and writing. Additionally, students are trained in academic writing and public speaking skills in English to further refine and develop their English language proficiency.
Additionally, Business English students are required to fulfil a condition for graduation by submitting an international certificate in a second foreign language equivalent to level B1 (or level 3/6) or higher, as per the CEFR. These certificates must remain valid for 2 years at the time of graduation. Students can choose from six languages: French, Russian, German, Chinese, Japanese, and Korean [2.4.01].
1.5. Transparency and documentation of admission procedure and decision*
The admission procedure at UEH is characterized by transparency, ensuring that all first-year students are admitted in accordance with the university’s policy. This policy aligns with the regulations established by the Ministry of Education and Training (MoET), enabling students from various regions to enrol. The university guarantees the transparency and legality of its admission regulations and decisions. These are closely monitored and inspected by the Ministry’s audit units and must be reported to and approved by the MoET. The university publishes information regarding the admission process and policies on its website[12], as well as in brochures, leaflets, Facebook[13] and other public media channels. The website provides comprehensive details about intake policies, any changes, and candidates’ acceptance status. Additionally, interested individuals can access the admission portal[14] for information on the training programme and online registration for admission counselling.
Once the selection procedure for entry into UEH is finalised, UEH will issue the admission decision, along with detailed information regarding the results of the admission process. This information will be made available on the official UEH website, alongside the list of successful applicants. Additionally, admission letters will be sent to the applicants via post and email. To complete the enrolment process and become an official UEH student, successful applicants must follow a six-step admission procedure outlined on the website (see Appendix 10).
In addition, students are required to submit certain documents upon their official enrolment at the school. One such document is a health certificate, which certifies their “Fitness to study.” This certificate must be issued by the District General Clinic within the last six months. After officially attending school, students must submit this certificate to the UEH Medical center. For further information, students can refer to the Medical center website[15].
During the admission process, all the documents submitted by students, whether in electronic or paper format, are carefully recorded and made easily accessible to the relevant staff. Following each enrolment round, the Department of Undergraduate Training at UEH compiles and provides comprehensive reports. These reports summarise the results of the current year’s enrolment, evaluate the effectiveness of recruitment and enrolment consulting activities, analyse the strengths and weaknesses associated with enrolment activities, and outline the enrolment plan for the following
